    1930年9月5日，韩复榘被南京国民政府国务会议任命为山东省政府主席，同时
身兼第三路军总指挥、山东省民团总指挥、山东省保安总司令、鲁豫清乡督办、山
东清乡总局局长等职。他在统治山东的7年多时间里，集军政大权于一身， 拉拢和
利用各种势力，反对和排斥其它派别，在政治、军事、经济、文化教育等方面实行
了一系列变革，成为在全国颇有影响、独霸一方的地方军阀。
