    孙良诚主鲁时期，将县实业局改组为县建设局，并于1928年12月通过考试，委
任了各县建设局长。同时，还通令各县营造中山林，筹设贫民工厂，提倡家庭手工
业。1929年10月，陈调元政府召开全省第一次建设局长会议，研讨全省建设事宜 ,
决定开辟公路,架设长途电话,增设济宁、德县、烟台等十余处无线电台，并拟在省
城及主要地区设立广播电台,还安排了工商、农矿、赈务、公产、 市政等项工作。
1930年5月蒋冯阎中原大战爆发后，陈调元政府逃往青岛，无暇顾及建设。
