　　州分直隶州和属州，行政长官称知州，佐贰官有州同和州判。知州的职权是掌
一州之政令。直隶州规制同府，但无倚郭之县，对所治州域，以知州行知县无论直
隶州还是属州，知州均为直接办理民事的官员，所有刑名、钱谷之事及争讼、盗贼
案件，都由知州掌理。直隶州均有属县，知州对属县有董率、察核之责。
　　直隶州的佐贰官州同和州判，辅佐知州治理一州政务。各属州州同和州判的职
权是，分理粮务、马政、巡捕、水利、海防、河防诸事。
