　　府的行政长官称知府，其职权是：掌一府政令，统辖管区内一切职官，并指挥
监督下级官厅事务。负责宣布国家政令，治理百姓，审决讼案，稽察奸宄，考核属
吏，征收赋税等一切政务。依据“知府保举联坐法”，知府对所属知州、知县等官
的行动和犯罪行为，要负连带责任。此外，还管理警务、水旱灾荒的赈恤和典礼旌
表的举行等。
　　知府的佐贰官同知和通判，辅佐知府分掌府内粮运、督捕、海防、江防、水利、
清军、理事、抚苗诸事。
