　　大革命失败后，一段时间内，山东省仍在张宗昌统治之下，国共两党地方组织
处于“非法”地位，暂时处在合作状态。1927年6月，山东尚有28个县的国民党地
方党部在共产党的影响之下，山东的农民运动仍在发展中，据不完全统计，到1931
年3月，南京政府改组农会前，全省有农民协会会员7万余人。
